The actions you took in your first days in office marked a major step towards bringing the USA back in line with international human rights standards.

What is needed now are speed and specifics. We are asking you to take these next steps:

• Promptly charge Guantánamo detainees with recognisable criminal offenses or release them immediately;
• Ensure that those detainees who are to be charged receive fair trials in US federal courts;
• Ensure that an independent commission on US “war on terror” abuses is set up.
